Three investment groups have expressed interest in the tender for the development of the government park "Andreas Lentakis," with an estimated value of €421 million (plus VAT), according to the Hellenic Republic Asset Development Fund.

In particular, the following have expressed interest (in alphabetical order): 

  • GEK TERNA S.A.
  • ASSOCIATION OF PERSONS 'AVAX S.A. - AKTOR CONCESSIONS S.A.'
  • ASSOCIATION OF PERSONS 'METLEN - INTRAKAT 

The evaluation of the submitted Expression of Interest files and the pre-selection of the candidates who will move on to Phase B of the tender will conclude Phase A. Phase B will consist of the competitive dialogue procedure and the submission of binding offers by the selected candidates.

The project is carried out through a Public-Private Partnership (PPP) and the preferred investor will be responsible for the construction, financing, maintenance and operation for 30 years of the new administrative building complex and the urban park. 

The Government Committee in charge of organizing the tender process and keeping an eye on the execution of the contracts for the project's implementation appointed the Strategic Procurement Facility (PPF) of the Hellenic Republic Asset Development Fund.

The Government Park will be developed on an area of 154 hectares and will include the creation of a new administrative office complex on the premises of EVO - PYRKAL, including the development of a large urban park that will act as a "green lung" in the wider area of the Municipality of Dafni - Ymittos, in the Attica Region.

The creation of the Government Park is one of the largest PPP projects ever tendered in the country and a flagship investment with multiple economic, social and environmental benefits: concentration of fragmented services in a single space, saving resources for the public sector and upgrading the quality of life of the residents of the wider area of the Municipality of Daphne-Ymittos.

STATEMENTS

The Deputy Minister of National Economy and Finance of Greece, Nikos Papathanasis, said: "The Government Park on the site of the old PYRKAL factory, which is being launched through a PPP, is a major investment that is entering its final stretch, but, above all, a high-value urban regeneration project. On the one hand, because it will improve the overall environmental footprint of Athens and will upgrade the life and daily life of the residents of the Municipality of Daphne - Ymittos and the capital city in general through the creation of a park and open public space, covering a total area of approximately 120 acres. On the other hand, because it will mark a new era in the way the public administration operates, as it is foreseen that it will accommodate the centralized services of nine Ministries and other Organizations in new and existing buildings. We are accelerating reforms, putting into practice all that we have committed ourselves to".

Executive Advisor to the Hellenic Republic Asset Development Fund and Head of the Strategic Procurement Facility (PPF), Panagiotis Stamboulidis, said: "The strong investor interest in the development of the Andreas Lentakis Government Park demonstrates the confidence of the business community both in the Greek economy and public projects financed through PPPs and in the PPF's ability to deliver large and complex tenders. We are committed to doing everything possible to make the Government Park a reality, as it is a landmark project that streamlines public administration spending, upgrades services to public officials and generates a new dynamic economy within the urban fabric of Attica."
