Paid €3.27 billion for the new concession contract of Attiki Odos
The payment of the lump sum of €3.27 billion by GEK TERNA Group, which was selected as the Preferred Investor in the tender conducted by the TAIPED for the concession of Attiki Odos for 25 years, has been completed.

The payment of the one-off price of €3.27 billion by the GEK TERNA Group, which was named Preferred Investor in the tender conducted by the TAIPED for the concession of Attiki Odos for 25 years, has been completed. This follows the ratification of the concession contract by the Parliament on Thursday, 3 October 2024.

According to a statement from the Ministries of National Economy and Finance and Infrastructure and Transport, the new 25-year concession agreement for Attiki Odos, which will enter into force on Sunday, 6 October 2024, will have multiple benefits for the users of the road and the public interest in general.

In particular:

  • The Greek State receives a one-off financial consideration of €3.27 billion, the highest in the history of the Hellenic State Treasury, reducing public debt by approximately 1.5% of GDP.
  • In addition to the one-off payment, the Concessionaire will pay an Annual Concession Fee, which will eventually amount to 9.3% of the total revenues from the operation of the Attiki Odos. It is recalled that the concession contract provided for an Annual Concession Fee of 7.5% of the revenues of all kinds, with the possibility of adjustment according to the level of interest rates on the day the concession begins. Following the current process of rebalancing the financing of the contract to current interest rates, the Annual Concession Fee is finally set at 9.3%.
  • In the new contract, the Annual Concession Fee is calculated on the turnover of the company that will operate Attiki Odos and not on net profits as in the existing concession contract.
  •  Under the provisions of the new concession contract, from Sunday, 6 October, the toll per passage for category 2 vehicles will be reduced from EUR 2,80 to EUR 2,50.
  • For the first time, passenger vehicles of private use that are fully owned by disabled persons and severely disabled war invalids are exempted from paying tolls on the Attiki Odos.
  • In agreement with the new Concessionaire, disabled persons are exempted from paying tolls, even if the vehicle used to transport them is not wholly owned by them. The same applies to semi-trucks (vans) used to transport disabled persons, regardless of whether they are owned by institutions.
  • As part of its contractual obligations, the concessionaire must carry out light and heavy maintenance work on the road, estimated to amount to at least €380 million for the duration of the concession.
  • The Concessionaire will be assessed for the proper and safe operation and maintenance of the road every two years and individually on key performance indicators (KPIs). In case of failure to achieve the targets, financial penalties and other sanctions are foreseen, depending on the shortfall in the expected performance.
