Primary surplus close to €13.5 billion in 10 months
The provisional data on the execution of the state budget announced today by the Ministry of Economy and Finance show a steady excess of targets both at the level of the ten-month period and in October.

The provisional data on the execution of the state budget announced today by the Ministry of Economy and Finance show a steady excess of targets both at the level of the ten-month period and in October. 

The performance of the primary surplus on a cash basis is impressive, reaching €13.84 billion against a target for a primary surplus of €4,667 million. Excluding revenues with time variance, the overrun of the target in the primary surplus of the state budget for the period January-October amounts to €2,070 million.

In particular, according to the provisional data on the implementation of the state budget, on a modified cash basis, for the period January-October 2024, there is a surplus in the state budget balance of €6,078 million against a target for a deficit of €2,213 million included for the corresponding period of 2024 in the 2024 Budget Report and a deficit of €482 million in the corresponding period of 2023. The primary balance on a modified cash basis was a surplus of €13,489 million, against a target for a primary surplus of €4,667 million and a primary surplus of €6,080 million for the same period in 2023.

A significant part of the difference results from the collection in October of €3,241 million from the new concession contract of Attiki Odos, which was foreseen in the target to be collected in December 2024.

It is noted that part of the difference in tax revenue collections of €647 million is counted in the fiscal year 2023 outturn, while an amount related to the deferral of transfer payments to OΚA of €1,811 million and expenditure on armament programmes of €1,076 million (i.e. a total of €2,887 million) does not affect the outturn in fiscal terms.
