The primary surplus for the period of January to October amounted to 6.084 billion euros, compared to a target of a primary surplus of 1.746 billion euros and a primary deficit of 350 million euros for the same period in 2022, as announced by the Ministry of National Economy and Finance.
According to the execution data of the state budget, on a modified cash basis, for the period of January to October 2023, there is a deficit in the state budget balance of 477 million euros, compared to a target of a deficit of 3.484 billion euros included for the corresponding period of 2023 in the explanatory report of the Budget 2023 and a deficit of 4.770 billion euros for the same period in 2022.
For the period of January to October 2023, the net revenue of the state budget amounted to 53.929 billion euros, showing an increase of 867 million euros compared to the target included for the corresponding period in the explanatory report of the Budget 2023. This increase occurred despite reduced Public Investment Program (PIP) revenues and the non-collection of:
a) A concession fee totaling 1.496 billion euros for granting the right to use and exploit the Egnatia Motorway and three vertical road axes for a period of 35 years, originally expected to be collected in June, as the approval process for the contract is still ongoing. b) The third installment of 1.718 billion euros from the Recovery and Resilience Fund (RRF), originally expected to be collected in September. On the contrary, there was an over-performance in other revenue categories, mainly due to increased tax revenues for the ten-month period, as well as the collection of 603 million euros from ANFAs, which were not foreseen in the Budget 2023.
Revenue from taxes amounted to 50.821 billion euros, increased by 3.921 billion euros or 8.4% compared to the target included in the explanatory report of the Budget 2023. Part of this increase, approximately 470 million euros, is related to the extension of the deadline for the payment of circulation fees until the end of February 2023, while it was estimated that this amount would be collected in December 2022. The remaining amount of the over-performance comes from the better performance of income taxes for individuals and legal entities of the previous year collected in installments until the end of February 2023, as well as from the improved collection of current-year taxes.
Refunds of revenue amounted to 5.550 billion euros, increased by 545 million euros from the target (5.005 billion euros), part of which is attributed to the VAT refund, in March, to the Administrator of Renewable Energy Sources and Guarantees of Origin (DAPEEP S.A.) of approximately 220 million euros, resulting from revenue collected by DAPEEP and returned to the State by the Temporary Mechanism for the Return of Part of the Revenues of the Next Day Market.
