Primary surplus

The state budget continues to generate higher primary surpluses than expected. Specifically, in the 11-month period from January to November, a primary cash surplus of €5.826 billion was recorded, exceeding the government's budgeted amount of €3.771 billion for the same period by €2.2 billion. An excess of €195 million is reported for the 11-month period, as it amounted to €59.162 billion.

Specifically, a budget deficit of €1.032 billion was recorded in the state budget balance, compared to a target deficit of €3.001 billion included in the budget proposal for the corresponding period of 2023 in the explanatory report of the 2024 Budget, and a deficit of €5.648 billion for the same period in 2022, according to the execution data of the state budget on a modified cash basis for the period of January-November 2023.

The primary surplus amounted to €5.826 billion, exceeding the target of €3.771 billion for the primary surplus and a primary deficit of €1.091 billion for the same period in 2022. The major part of the difference is attributed to the timing difference in expenditure payments, which appear reduced by €1.774 billion compared to the target.

During the period of January-November 2023, the net revenues of the state budget amounted to €59.162 billion, showing an increase of €195 million compared to the target included in the corresponding period in the explanatory report of the 2024 Budget.
